Your article rang all kinds of bells with me. I actually was in a similar situation and called it “responsibility without authority”.

We had a horrible leadership team that wanted to control every little detail. We senior / middle managers had no authority to act on our own or change anything, even if it was clearly wrong, but we were responsible for the results anyway.

Firings and resignations reached 70% annually. The division ultimately failed and led to more than 400 layoffs. It damaged a lot of careers.

You also used the words control and influence. The above situation taught me the real meanings of those words. We had no control, so we could only hope for a shred of influence.
