Vito Corleone in “The Godfather” had the kind of instant influence you describe. But it wasn’t always from the fear that he created in people.

He also used personal favors to great affect, although people may have been especially eager to do one in return.

Regardless, doing favors without expectation of return is an easy way to gain goodwill and influence with people. It’s also a nice thing to do.
