I understand exactly what you are saying. I also worked in a toxic environment with a 70% annual turnover rate. People not only lost all trust; they also were in constant fear for their jobs. It was dog eat dog.
Not surprisingly, between financial losses and horrible leadership, the entire division eventually collapsed.
I suggest leaving for another job as soon as possible. Any positives in that kind of environment may eventually get destroyed by the negatives. I stayed in my toxic environment because I made a lot of money at a time when I had children in college and was building financial security; looking back, it was not worth the pain.
